Why the bank said no, and it was not the interest rate

Ugandan lenders are not mostly turning small businesses away on price. They are turning them away on paper.

The shilling lending rate sat at 18.73% in February 2026. Licensed money lenders are capped at 2.8% a month. Those are the numbers everyone talks about.

But Bank of Uganda's own position is that inadequate financial documentation and weak risk management make small enterprises look unlendable. Most businesses that get turned down never reach the conversation about rate.

What a lender actually asks for: registration certificate, URA TIN, trading licence, twelve months of trading history, mobile money or bank statements, cash flow records, separated personal and business money, and a short plan for what the money is for.

Every one of those is a by-product of keeping proper books. Not a favour, not a trick — just records that exist because someone kept them.

A business with that file borrows at 18.73%. The same business without it pays 33.6%, or nothing at all. That gap is the most expensive paperwork problem in the country.
